In the context of the transparency and publicity of the processes of organizing and holding the referendum, the regulation of campaign financing is important. The monitoring and auditing service of the CEC implements the supervision of the funds for the financing of the referendum campaign.
In the information center of the Central Referendum Commission, Tigran Babikyan, head of the supervisory and audit service of the Central Electoral Commission of RA, said that according to the information presented by the CEC, 16 funds were opened, four of which are OEK, “Veterans of the Armenian War” NGO, “Veterans of the Karabakh War” NGO. , “Gardman” NGO, financial contributions and expenses were not made.

According to T. Babikyan, the remaining funds in the campaign funds can be directed to charity within three months after the summary of the voting results at the request of the person opening the fund. After the expiration of the three-month period, the funds are transferred to the state budget.
He noted that there is an exception. if there are obligations in the campaign fund that arose during the campaign, then after submitting an application to the CEC, the subject can pay for the transactions made during the campaign.
Answering the question whether there was a violation of the rules of financing the referendum campaign, T. Babikyan first said that the amounts exceeding the limits are transferred to the state budget. “During the referendum campaign, 243 thousand 220 drams were transferred to the state budget. Amounts contributed by individuals exceeded the threshold of one hundred thousand drams. No other violations were recorded.”
