Former Secretary of the Artsakh Security Council Samvel Babayan refuses to participate in the work of the commission investigating the 44-day war headed by Andranik Kocharyan. «FreedomIn a conversation with Babayan, he said that there are several reasons.
“I do not want to raise my voice, the day will come, I will speak,” he said.
Babayan was the secretary of the Artsakh Security Council during the war. He does not want to publish the reasons for his decision yet, he said he is not personified, he hinted that they do not follow the rules of the game. “If there are rules of the game, if you do not follow the rules of the game, it does not work. If someone has a name to embarrass, I do not have it. “
The “Hayastan” faction proposes to set up a commission to study the war according to new criteria
It was not possible to find out from Baba’s members why Babayan left the commission. Andranik Kocharyan, who played his role very well, did not answer RFE / RL’s calls.
The representative of the government Alen Simonyan stated about the necessity of examining the circumstances of the war in the National Assembly, before the National Assembly of the 8th convocation had not been formed yet. Ten months have passed since that announcement, but the actual work of the commission has not started yet, there were two open sessions of a technical nature two months ago.
For months before the formation of the commission, the authorities were looking for legal ways to circumvent the NA Rules of Procedure and to form the commission on a larger scale, including the extra-parliamentary forces. Those solutions remained in the air.
It is not yet clear on what legal grounds the extra-parliamentarians were involved in the work of the war commission of inquiry
Samvel Babayan, Norayr Norikyan and Davit Sanasaryan were elected from the extra-parliamentary forces cooperating with Prime Minister Pashinyan. Andranik Kocharyan represented them at the last sitting as an independent consultant. On what legal grounds are the other independent consultants in the commission, will they follow Samvel Babayan’s example or will they work? Norikyan and Sanasaryan did not answer our calls.
One of the 11 extra-parliamentary forces cooperating with Pashinyan must be elected to replace Babayan. There are only pro-government deputies in the commission of inquiry, and the opposition has refused to work in this commission from the very beginning.
