The request was made by Vasques two months ago, and the nomination documentation was signed by the deputy executive director of the agency, Daniel Souto. R$ 122,808.18 will be paid in daily rates and another R$ 21,953.31 in airline tickets and travel insurance.
The course starts in December, remotely, and will have three face-to-face modules, which required the approval of three trips. One of them, to Madrid, between February 4th and 26th, 2023. The other, to Santiago, Chile, between May 27th and June 11th. In the third module, Vasques will return to Madrid between September 9th and October 1st.
During the Vasques administration, travel approval processes and respective expenses began to be frequently treated as restricted – cases in which only a select group of servers and agents have access – and confidential – when only the top of the body and directly related parties can access them. The general director is not the only one at the top to enjoy these courses abroad with per diem payment.
The internal authorization was not published in the Official Gazette, and, according to the Estadão, must still pass through the scrutiny of the Ministry of Justice, headed by the delegate of the Civil Police of Brasília Anderson Torres, an ally of Vasques. In an official ceremony, before the October elections, the head of the portfolio was presented by Vasques with a Flamengo shirt number 22, in allusion to Bolsonaro’s number on the ballot box.
The director-general has submerged since he started being investigated by the Federal Public Ministry and the Federal Police due to his conduct on election day, when the PRF inspected buses and was accused by voters of selectively stopping supporters of president-elect Luiz Inácio Lula da Silva Silva (PT), and for the inaction in the following days, when truck drivers started to block roads in acts against the result of the election.
In addition to the fact that the PRF has not responded for weeks to questions from journalists about the details of these operations, Vasques took vacation last Wednesday, the day after a request from the Federal Public Ministry of Rio for his removal from office, in an investigation into the fact that director-general asked, on his social networks, votes for Bolsonaro. Vasques also deleted all of his photos on social networks, which were full of images alongside Bolsonaro and allies.
He, however, was not abandoned by Bolsonaro. At the meeting with ministers of the Federal Supreme Court on November 1, after the defeat in the elections, the president asked the Court not to make an attack against Vasques and told the magistrates that he is a “good boy”, as shown by the Estadão🇧🇷
Bolsonaro has not left allies homeless at the end of the government. This week, for example, he appointed former Minister of Tourism and accordion player Gilson Rodrigues to the board of directors of Embratur with a four-year term. In the case of the PRF, the former general director, who was also trusted by the president, Eduardo Aggio, was appointed to a paid position on the board of directors at Pré-Sal Petróleo, a company linked to the Ministry of Mines and Energy. The government is studying the same solution for Silvinei Vasques.
Next board will have to approve expense
The Coordination of Institutional Communication of the Federal Highway Police told the Estadão, by means of a note, which has not yet “approved” Silvinei Vasques’ trip. “We reiterate that there is no document in the Ministry of Justice, as the process is still in the instruction phase and will be the responsibility of the next director general, any cost and travel for the course”.
According to the PRF, “all international travel by the structure” of the ministry is authorized by the portfolio and published in the Official Gazette.
“The master’s degree in question is aimed at senior management positions – including already held by other directors of the PRF – and is offered by the Civil Guard of Spain to the top managers of the Public Security forces due to the nature of the course.”
Sought, the Ministry of Justice and Public Security did not manifest itself.
