2022 On August 1, 2 and today, the Azerbaijani side conducted aggressive military operations in various directions of Artsakh in the area of responsibility of the Russian peacekeeping mission, using weapons of various calibers, grenade launchers, and attack drones.
These actions grossly violate the well-known principles of international law on the prohibition of the use of force and the threat of force, as well as the 2020 the obligations undertaken by the Azerbaijani state with the tripartite declaration of November 9.
This criminal behavior on the part of Azerbaijan is reprehensible, it directly endangers and essentially nullifies any guarantee of the right to life of the people living in Artsakh, which is the most vital component of peace. These criminal activities must be stopped immediately.
Regardless of the geography of the cases and the military-political ambitions of the parties involved, this encroachment on the lives and other rights of the civilian population must receive its true assessment.
I appealed to the ambassadors of the co-chairing countries of the Minsk Group, other international actors involved in the conflict resolution, to exert their maximum efforts in the direction of truly ensuring the right to life of the civilian population of Artsakh.
