The official deputy and the deputy mayor of Yerevan have presented a project, according to which fireworks will be allowed in Yerevan only in Republic and Liberty Squares, exclusively on holidays, at the initiative of state and local self-government bodies.
“Fireworks will not be imported. If the State Revenue Committee sees fireworks as a result of its inspection, they are fireworks products imported by an unlicensed organization that does not have an order to carry out fireworks. Naturally, this product will not enter the Republic of Armenia at all,” he said. MP Sisak Gabrielyan.
“There must be a holiday, there must be Republic Square, either the city, or the ministry, the government must organize it by a licensed organization on its own order,” said the deputy mayor.
In the last session, the council unanimously voted in favor of this project presented by the deputy mayor Tigran Avinyan. Sisak Gabrielyan, the deputy of the ruling “Civil Agreement” faction, put into circulation another project regarding the ban on fireworks. This package will be fully implemented from June next year, if the National Assembly approves it.
Only a small number of licensed organizations will have the right to import flammable materials. But even today, there is a law that during the hours of silence, from 11:00 p.m. to 7:00 a.m., those who set off fireworks must be fined 100,000 drams. If the violation is repeated within a year, the fine is doubled.

It should have been right after the Surmalu incident, better late than never. There can be fireworks at 12 at night, you don’t understand why they are so happy, especially since it happened right after the war or after the events of “Surmalu”, said one of the residents.
In recent years, the Internet has regularly been flooded with photos of children injured by New Year’s explosives, and footage of large-scale fireworks blasting the silent sky at night.
The project has an exception, in addition to holidays, fireworks will also be allowed in the case of a number of special events and not only in the Republic and Liberty Squares. One such event is, for example, the “Children’s Eurovision Song Contest” to be held in Yerevan in the near future.
According to the officials, if the project becomes a law, the fine will be higher – from 300 thousand to 2 million drams.
We asked Sisak Gabrielyan if there are people who are ready to pay the fine for setting off the fireworks, the MP answered. – “I can’t exclude anything, but in this case the problem is as follows: when there is now free sale, its control is much more complicated, when there is no free sale and these fireworks can be carried out exclusively by order of the state or community, therefore the importer the company imports less and the control here is clearer.”
Immediately after the revolution, when the former Minister of Health Arsen Torosyan complained at the government meeting that fireworks should be allowed only on holidays, the former police chief Valery Osipyan responded that it is difficult to follow them, everything is over before the police arrive.
“The shooters don’t wait in the same place until the police arrive,” Osipyan said.
“Make another announcement that we call on the shooters to wait another half hour. I am surprised at this discussion, now we are discussing in front of the public that no, it will not happen. It will be and it should be. You have to solve these issues, otherwise I will solve them,” responded the Prime Minister.
We asked the author of the project, will such arguments not be heard again, will the police be able to find the authors of the fireworks?
“I do not rule out that the so-called secret importation will not be complete, but the administration body can go and check the warehouse much more easily. It is conditional to say that “you imported 10 fireworks a month ago, there were no holidays, there was no order, there was no decision of the head of the community to apply, where are, suppose, your two fireworks” if there are 8 of them. In other words, control will be much easier,” answered Gabrielyan.
In fact, the law cannot 100% close all doors to the “inventive”. According to the project, not only in Yerevan, but in general, fireworks will be held only by state order.
